The road overrides can be found in: ...Steam\SteamApps\common\Endless Legend\Public\Simulation\PathfindingRules.xml



Open the PathfindingRules.xml file using notepad. Scroll down to the code below (around line 57) and insert the red text.

It seems an oversite not to have the override included. So it was adding on the 0.25 to the original terrain value (i think)
