I have uninstalled/installed and no success. I tried loading some mods, had the issue then tried vanilla same issue that is when I did the uninstall/install. Now the file is not even being created in the Temporary directory. I am trying with vanilla game.

That's some awfully common bug with Endless Legend! I've encountered it two times myself, each time I was able to fight it, though each time the method was different... I will try to help you lot with it at best of my ability! 

• You may try uninstalling and installing the game again.
• Checking file integrity via Steam (RPM on the game in your Steam library, then go into properties and there you should have a button that will allow you to check integrity of game's files). 
• Running Steam as administrator. 
• Adding exception about the game to your anti-virus program... This method worked for me last time (as of 22.03.18)

I have now tried all 4 and no luck. i still get the same error.
