The issue persists on all saves, across reinstalls, after validation and after deleting the Endless Legend folder in documents.  
I've also tried removing and reinstalling mods, and after a cursory glance at the approval XML file I couldn't find anything out of the ordinary.  

If there's a mod or something I can install to resolve this issue or even a way I could fix it manually with the modding tools I'd be glad to.  I just upgraded to complete addition and really wanna try the new content lol

Uh dum question, but have you tried actually settling a city? Because as soon as I do that in your save, empire approval normalizes.

Well it worked.  I guess reinstalling fixed it?  It's weird, I guess now I gotta' figure out which mod caused the issue in the first place but thanks for your help :)
