Sometimes in some cities some districts randomly don't provide negative approval. Last two screenshot were made on a newbie difficulty, where districts provide only -5 Approval.

I'm not good enough at recognizing anomalies to know whether or how this affects your screenshots, but note that positive happiness modifiers from anomalies are also rolled into the "from city tiles" line item. For example, if you've got -20 from districts but also +10 from an anomaly, it will say "-10 from city tiles".

I am not sure that anomalies with bonus approval do Exist, but even if they do, the penalty should still be displayed.
