I had over 8 pop in the target city when the quest began. Several turns have passed and the quest still won't complete.

That quest threw me for a loop as well until I noticed the tooltip for that step of the quest.

The trick here is that it doesn't say "At least 8 population" but just "8 population," by which it means -exactly- 8 population. The quest title and flavor text are hints, too, in a way: You are supposed to reduce the population number in that city to kill the weak and leave only the strong. I recommend using "Demanding Gods." Left me with about 70 turns of happiness boost in that city once I had gotten it back down to 8 population.
