Turn 120: I have one turn to go on the final stage of faction quest #7 (keep a city happy for 10 turns).



Turn 121: I complete faction quest #7, unlocking quest #8, and also unlocking the Altar of Transcendence as a quest reward. The first stage of quest #8 calls for me to build adamantine and mithrite extractors, which I have already done. I start building the Altar of Transcendence in Ia'Poli.



Turn 122: The game notices that I have already built adamantine and mithrite extractors, and completes stage 1 of quest #8. Stage 2 of quest #8 calls for me to build the Altar of Transcendence, which I have just completed in Ia'Poli.



Turn 123: Unlike stage 1, stage 2 of quest #8 does not seem to be smart enough to check each turn to see if you have previously completed the required building, so I'm still on stage 2, despite having completed the altar last turn.



Turn 124: Still on stage 2...



I'm assuming that I can't complete the quest from here and that I'm going to have to roll back to turn 121 if I want to continue.





On a side note, requiring extractors for the required strategic resources seems a bit harsh. So far, in 2 out of 2 games, when I unlocked the last 2 strategic resources, only one of them has actually appeared within my own territory. Normally, if you don't have a resource you need, you can buy it on the market or trade for it in diplomatic deals; however, if the quest specifically requires that you have an extractor--whether you have the actual resources or not--then, based on my (admittedly small) sample so far, it seems reasonably likely that you will have to go to war to build one, even if you can get all the necessary resources in other ways. Is that really the intent?
