"Expansion disapproval" skills with similar text give different effects

The Ardent Mage hero skill "Persuasive Methods" says it gives "-50% expansion disapproval on city" (per rank)



The Roving Clans hero skill "Feet on the Street" (level 2) says it gives "x0 expansion disapproval on city"



Since these descriptions are identical except for the amount of the modifier (x0 vs -50%), I would expect them to both affect the same game variable, just by different amounts.



In actual fact, Persuasive Methods reduces the expansion disapproval received by that city, while Feet on the Street reduces the expansion disapproval generated by that city.



For example, if you have 6 cities--which would typically give -50 approval to each of them--putting a hero with Persuasive Methods into a city will cause that city to have only -25 from expansion disapproval, while all other cities will continue to have -50. Putting a hero with Feet on the Street into that city will instead cause all cities to have -40 (as if you had one fewer cities in your empire).



One or both of these skill descriptions should be reworded in order to express this difference.



(Note: "x0 expansion disapproval on city" is also an effect generated by the palace improvement that you get automatically in your first city, and appears to work the same as the hero skill with the same description.)
