Splitting stacks of neutral privateer armies outside your territory removes their neutral flag and switches them back to your flag, of all of the new units, the original stack remains neutral.



If you send an army of privateers into an enemy city (in neutral mode)and siege it, then, split a unit from the stack and it will instantly turn to your faction, but if you stay on the perimeter of the city, it will stay sieged without declaring war, and if you have your armies nearby you can effectively mount an attack without declaring war.

Definitely an oversight.
