What it says.

I'm playing a game on Endless, and great was my surprise in turn 27 to see a Vaulter AI running around with an army led by Samhane Haligtide. This hero is available by completing the quest, "A Tale from the Dark Season", that can only be completed during winter, and there has been no winter in the game yet.

It is not bug. AI never have to bother with quests. They fulfill them as time passes. I can imagine that on Endless they "do" them really quickly. Maybe each phase 10 turns or so. They don't have to bother with leveling dust bishop to level 6 for Broken Lords or anything what makes you not want to do your quests.

I disagree that it is not a bug.

It is entirely possible that the AI doesn't work by the same logic with regards to quests as the human player, just like it gets aid to do many other things that the AI is incapable of doing anywhere near the level of a half-way competent player if it had to play by the same rules, but one of the cornerstones of giving AI players such boosts is to either a) make them blatant and simple (e.g. the "we are giving them way more resources and leveling them faster" that is common in strategy games) or b) make them work below the hood and not present the player with any in-your-face scenarios that he knows are impossible in a game where it is pretended that the AI plays by the same rules.

Winter imposing special restrictions on the world is one of the hard rules in the game - one of the central pieces of strategic gameplay that distinguishes the game from others - and having the AI ignore it in some circumstances is something that I must definitely consider a bug.

Most likely it is an oversight that'll be classified as "working as intended", but it is something that needs to be reported as it is severely immersion-breaking when it happens.
