When attacking a city, units that have joined in on the defending side have received a fortification bonus despite being neither in the city nor it's exploitation zone. This does not seem like standard behavior.



edit: Addendum: This occurred while the city was under siege by the attacking force.

This isn't strange at all, it is how every single siege ever in the game works. A specific save isn't needed, any save would work

If you attack a city, then all reinforcement troops are going to get the fortification bonus. This is why it is suicide to attack such cities directly.

Instead what you do is attack a nearby enemy unit, which draws all troops from the city and denies them the fortification bonus, allowing youy to kill them with ease.

As you can see, the initial 3 units have that extra 160 HP from defense. The 3 reinforcement units which were 3 tiles away from the city proper, each get +160HP on joining the battle, it does not show up properly in their HP bar or when hovering over them, but it is there as can be clearly seen by how they soak up damage.

if you could explain to me where the saves actually are at, I could provide you the file. because the save I created specifically to show this issue is not showing up in the fake save directory
