Little hard to describe but:



On turn 140, I had a dust income of about 150.

At the end of turn 140 I activated an empire plan that gives +25 happiness, and deactivated one that gives +3 dust per person.

On turn 141, my dust income was down to about 75.

I understood this to be due to losing the +3 dust per person. BUT

I saved the game on turn 141 and quit. I then ended up _immediately_ reloading that very same save file -- and now my income was back up in the 150 dust range.



And that's the bug.

Adding the save could help us a lot to reproduce the issue in order to fix it.

There has been other reports about dust calculation problem we will also investigate.
