Issue: Even though I completed the requirements for the first part of the Relocation of the Blind quest, the quest did not progress.

I'm fairly certain this is a symptom of a deeper bug. Saves attached for turns 120 and 121, with two versions of turn 121. Unfortunately my output_log.txt and Diagnostics.html files are already out of date.



At some point I searched a ruin and got the quest Relocation of the Blind. The first part of the mission told me to construct a building which increased influence. So at turn 120, I purchased Glory of Empire for Galerath. You can see this in the "Before" save. Galerath is the southernmost city on the continent I inhabit.



Initially, when I hit "End Turn" to progress to turn 121, Glory of Empire was successfully built but I did not progress in the Relocation of the Blind quest. This is the "After" save. I played a few more turns, purchasing influence-producing buildings to no avail. So I reloaded the "Before" save.



After ending turn 120 from the reload, the first part of Relocation of the Blind was fulfilled and the quest progressed. This is the "Reload" save. I continued playing normally and was able to finish the quest.



My instinct is that this isn't just some bug with Relocation of the Blind specifically since it was fixed upon reload.
