Inability to guard neutral territories against settlers

One problem in the game I found is that it is not possible to guard neutral territory with an army from "rouge" settlers of other factions.

While when in cold war, you can attack them on spot, the problem is that they will definitely retreat, losing just 50% health, and making it possible for them to settle during next turn, thus forcing you to either declare full war, or retreat.

It is basically forcing you to have 2 armies guarding and marching together at all times. Since you can always attack with one army first and then kill it with the second...

You don't need two armies. Just detach one unit from the army to attack the settler, forcing a retreat. Then finish it off with the rest.

I think it takes up to three battles to completely finish off the enemy settler, which is annoying. But I'm quite cautious about attacking other factions' settlers because it seems the AI frowns on such attacks with angry comments, which I understand to mean diplomacy has taken a hit for the worse. That said, if they piss me off by closing their borders unprovoked, all their settlers would be fair game to me.

Settlers are really tough, they are true frontiersmen. Forced to retreat under fire while taking massive casualties, battered and broken and all their supplies destroyed, they can still build a functioning city without taking a breath.
