AI seems less willing to attack Cultist villages

Ever since the Shifters patch I've noticed that if there's a Cultist player in the game, whether it be an AI or myself, the other AI players are now less willing to go after minor faction villages that have been assimilated. Beforehand they were extremely aggressive and would attack Cultist villages without any sort of provocation simply because they were too close to their lands. Now, I can have assimilated villages right by the AI's borders and they won't do a thing about it. In fact, during my game as Allayi a Cultist AI opponent had minor villages in the AI Drakken's territory yet the Drakken never made any sort of effort to raze these villages, and they were the most powerful player at the time, so it wouldn't have been any trouble for them.

I've uploaded my Drakken save file which will hopefully contain some examples of what I'm talking about. I forget which turn I left it at though.

Interesting... it may be the case that the desire to collect orbs is taking the priority. Thanks for the save, we'll look into this.

You have to declare war now to cultist player to do so. If I remember right (I can be wrong about), you didn't have to before, when attacking their villages ?! Could be the reason.
