The Allayi Can Not Level Up Their Cities?

Hi,

I notice that the Allayi can not level up their cities. The "Winter Boroughs" are available for a build or two, but then they are no longer in my available constructions.

Did I miss a new mechanic to level up?

You can only build one Winter Borough per city and it is accessible to all factions. The Allayi borough is called "Garth", which is an improved version of the district and it costs pearls. All old and new buildings can level up to level 2 with the Allayi if there are 4 adjacent districts. If that is not happening for you, then it might be a bug.

KnightofPhoenix: OK, what I will do is build four Garths around a city, and see if that levels up a City.



Or, I guess I could build one Winter Borough + Three Garths, and, I guess, that should be able to level up the city, too?



And, maybe the Anomalies expansion can also act as a "district"? If so, then any combination of Garth+Winter Borough+Anomalies expansion can act as "boroughs" and can level of a city? Maybe I am reaching on this last statement.

Building the three garths and winter borough around your main city will level it up.



I don't believe the anomaly expansion works as a borough, but I may be wrong. Usually I am placing it on a district that already has a borough.

Yes, anomaly expansions also count as boroughs and they also level up. So do cargo holds and Winter boroughs.

Keep in mind that resource intensifiers also count as districts and level up. Essentially, any city expansion can level up and contribute to others levelling up.

That means that Shifters made city building and management all the more exciting and interesting (same goes with Guardians National Monuments).

What I love about Shifters are new districts that are added to everyone.



Two types of intensifiers, Abbe of Anomalies and Winter Burroughs. That is 4 districts that do not give approval penalty.

And the Altar of Auriga, which actually provides approval. It´s a funny little detail that even if you start with no approval anomaly, an Altar + a Skyfin extracting some resources inside your region = +15 approval for happy.



The winter district is the very first thing you want to build, as soon as it´s open (3rd winter) - it provides +4 dust everywhere during winter, it´s like having half a dust transmuter turning on when you were supposed to be losing income instead.
