I prayed for winter effect "-30% dust on strategic resources market price, +30% on luxury resources " but strategic resources became more expensive(instead of become cheaper). Luxury resources became cheaper.
Through this effect, I could not buy enough resources. So is it bug or no?

Yes, here it is. I found another winter effects bug(confused cost of minor and major faction). Also during one of my games i found bug with video(Random Stuttering Every Second during the movement of units)
