I am not getting any burroughs option as the Allayi (e.g. when the population  in my cities goes to 2 (regular, not minor factions), later to four) - nothing! Not even greyed out. It's just not there- ever. I cannot find any mention of a burroughs limitation anywhere. Is this a bug or what? I have played several games with other factions without such a problem.

Don't the Allayi get Garths instead of burroughs?
