I have a quest that requires a level 2 setting in my empire plan.



The game does not appear to have a way to set a plan. Simulate doesn't do anything, I can drag stuff around, but it doesn't make it happen, and while I can set notifications to tell me when the timer should be coming up, I never get an option to actually set one.

Looking in the user manual, I see a screen picture of an empire screen with the ability to apply the empire plan settings, but I've never been able to get such a screen to appear.



What blatantly obvious thing am I missing?



How do I actually set a dang plan?

On normal speeds, plans are set on turns 20, 40, 60, etc. (10, 20, 30, etc on fast.) You can set your plan only on those turns-- the simulate button becomes "edit" instead. On the turns on which you can edit, you should get a notification icon on the right side of the screen, where notifications pile up, that you can click to take you directly to the empire plan edit screen.
