Can the AI win with supremecy-only and Normal or Hard difficulty?

That is my question for this game's AI. I am still looking for a turn-based strategy game where the AI doesn't turtle or foolishly sends units one at a time to their death, slowly wearing any advantage it had down to zero. It is never being able to mount an intelligent attack.

I played one full game on normal and the AI was pathetic (see another recent thread on this topic). But I will grant the game a pass on it being Normal, which I have heard is still a bit like easy-mode. And it was only one game so far. Also, perhaps the choice of race mattered. It was Merazi. Do they like to turtle?

So this question is for people who played more than me. Has this AI shown any kind of capability to beat the player by military might WITHOUT a ridiculously larger army created by crazy difficulty bonuses. We are talking no higher than "Hard" difficulty. I'd love to hear some YES stories but somehow I doubt I'll get any.

Thanks.

No, and I haven't played any game which has an AI capable of defeating me militarily without insane bonuses. The same goes to EL.

Although I have once experienced the AI showing some military competence, on serious. The AI elected to ignore a buffer zone ally that was also at war with it, and headed straight for a vulnerable city of mine that was quite important. I was only able to catch whiff of that movement through espionage (steal vision), allowing me to prepare a defense. If I hadn't, the AI would have actually caught me by surprise.
