Is it me, or does the very simple close borders just blocks out the spying part completly? Ive just come back to EL after I bought the expansion in sale, and im on my first run as the forgotten. 75 turns in, and the wild walkers close their borders, so I dont have any vision on their cities>. And when I bargain to open them, they close them the next turn....



Also, the Ai doesnt seem to use governors very much?

If your units have stealth and are undetected (watchtower or detection accessory), you can ignore closed borders.
