Frustrating weirdness with Wonder construction

I'm having a couple of issues with a city that's building the final wonder. This is for the Broken Lords quest line, if that matters.

1) Production will sometimes jump up, e.g. on Turn X it says there's 37 turns to go. On Turn X+1, it jumps up to 52. Nothing has changed in the empire between those two turns; no cities have completed projects, the city that's building it has not grown or shrank, nothing. Just.. suddenly it thinks I need another 10-15 turns. Winter hasn't set in or anything, either.

2) Industry stockpiles are not working. Wonder has, say, 30 turns to go. I use a stockpile. Now it says there are 20 turns to go. I hit end turn. Next turn: 29 turns to go. Also, using multiple stockpiles in the same turn has 0 effect.

Are these bugs, or is there some mechanic that I'm unaware of?

Before and after save games would help us figure out what problems you're having. You can attach files to posts right here on the forum.

1) Most likely suspect would be changes in building cost reduction, as with happens with Urces assimilation or empire plans, or with the expiration of boosters like titan bones.

2) Industry stockpiles work by providing additional production for one turn only. When you use a stockpile, it applies that industry to the city. The city's industry jumps up, and the predicted time to completion drops. The next turn, the stockpile expires, your production drops, and the predicted time climbs. Additional stockpiles used boost the length of time for which the stockpile functions rather than adding additional production on that turn.
