The quest says: Make a garrison of nothing but Kazanji units in X city.



I made the units in X city so they filled the garrison.

Nothing happened



I pulled them out of the city and then garrisoned them back in

Nothing happened



I made the units in other city and brought them over

Nothing happened



How do I fullfill this quest? It says "only kazanji units" so is the militia the problem? can I kill, replace or kick out the militia somehow? What do I do? please help, and thanks already.

I've successfully done this part of the quest by filling the garrison. Maybe you could upload a save, we could look around? Could always be a bug.
