Some questions after first full game

Just beat the game on normal with a friend and had some questions.

1. I seems like there are different winter penalties each winter. I could not find a place to find out what the current penalties were. Could someone direct me?

2. For Broken Legion, a faction quest unlocks a 1% heal per minor faction. Where do you have to go to make use of this healing?

3. One hero had a "world effects" skill of fast learning that gave 25% more experience. What does world effects stand for and does this bonus just affect this unit, this unit and its army, or everyone?

You should be able to see all effects for your empire under the right side pane on the empire screen (f1) although some of the wording is difficult to puzzle out...

IIRC, that 1% healing is just applied to all of your units, everywhere, you don't need to do anything.

Heroes with fast learner just gain extra experience for themselves, not for the army they lead or anyone else.

On a tangential note, the effects of winter change from game to game, but at one point I made a list of the possible effects in this thread.

Ah, I didn't know about the healing being automatic...I guess I just didn't realize... pretty big boost for Broken Legion!
