Endless Day: Quest Not Triggering

I started a new game to do the Endless Day content, founded a city, ended my turn, and.... nothing. I played through several more turns and never got the Day of the Awakening quest. Is there some other condition that needs to be met?

I double checked and I have no mods installed.

I got my quest even before founding my city (it was right after starting the game).

After exploring about 5-6 ruins with the blue "magic" around them, I was given the next task in the quest ...

Have you checked that your system date is correct? The Endless Day quests all trigger depending on your system clock and date. Or at least they should.

My system date is current.

I tried starting another game, still no quest. Are there certain settings I need to use? Or a certain faction? I am meeting all the "conditions" stated in the announcement. This is kind of frustrating.

I did Valuters, 2-player game, medium map I guess ...

Have you tried verifying your Steam game cache ?

Found the answer on the Steam forum: this is the same hero/quest as last year. So if you already have the achievement, you're done. Guess I expected something new.
