I'm playing with expansions for the first time, and I notice that a roaming army (specifically, Eslek Tarosh) seems to be unerringly following me--moving in a straight line towards me several turns in a row--despite the fact that my army is cloaked with the Stealth capacity. Am I just really unlucky, or is it cheating?

I think that once they reveal you, they seem to be able to track/follow you after that. They see you the first time you move next to them (or they move next to you)

There's also a hero trinket that can be unlocked in Era 1 (Part of the pillaging technology) that gives your hero Detection. I don't know how often the AI equips that gear, but I know they love researching pillaging, so it's possible.

Quest armies cheat in regards to stealth. They have clairvoyance in regards to all of your cities and units. I haven't seen regularly spawned roamers cheat.

The quest logic can "sic" an army on you regardless of whether you are visible or not, because it would anticlimactic if the quest army "big boss" hung around confused. Other minor armies can't see you, though they can follow you for a turn if they manage to detect you (ie. they see which direction you went).
