How do I attack the cultists?

Playing necrophages, I wanted to win by conquering everyone but it proved to be impossible. I have to be doing something wrong.



They had a single sister of mercy defending the city, after I patiently hunted down every single troop around the city, but when I swarmed in with 5 armies of 25+ members each, it looked as if they retreated from the fight, which... isn't it impossible?



I mean, wouldn't retreating in that situation means you are abandoning the city?



I said "well, they tried that every single fight."



Indeed, every one of their armies, I had to attack twice, because the first time they always retreated. However, when I sent a single army to attack the city and got the same grey screen as always, I then followed up by sending another army, but it turns out I can only attack the ciry once? wait, what? what? seriously?



So the city is impossible to capture? how the hell does a city retreat, anyway? why can't I attack it more than once if I have 5 armies surrounding it?



Yes, I cancelled the reinforcements so it wasnt a case of my other armies having used their attack for that turn. I did had to hunt down every single one of their armies with two of mine, after all.



What am I doing wrong? I ended up winning by a science victory in the end, but it just annoys me that I couldnt take the city.

I didn't encounter this 1-attack-per-turn limit. I admit, I mostly have one big army sent out in every direction ...

The fact that they're fleeing from battle (and losing 1/2 of their hitpoints) is understandable.

Yeah, about that, they weren't losing any hp either. I dont know if theres a rule about speed or initiative or what involved, but each time I tried to attack one of their armies, they just retreated, and lost nothing.



Then I had to attack them again, and then they couldnt retreat, and i would fight them normally.



As for the 1 attack per turn thing, I mean:



Walk up to target A

Attack it

Walk up to target B

Can't attack it



Can only attack once per turn.



So. if I tried to chase one of their armies with one of my armies, it was a waste of time because it was like this



Attack

They retreat

Cant attack again

They just ignore me and move towards one of my cities



I had to go after every army with two armies



Attack with army A

They retreat

Attack with army B

They can't retreat

Fight happens



It was super annoying, but when I tried to take their city, I CERTAINLY did not expect it to go



Attack city

CITY RETREATS

Cant's attack it again



What the living hell is going on?



I ended up winning anyway thanks to science victory (I ate 2 vaulters and 2 Ardent Mage empires, so funny enough my science output was insane) but that wasn't what I was after, and it was just plain anooying.

Could it be, that an enemy army was "outside city", staying "on city" ?



Then supporting units (from inside city) appeared in second row in (pre-)combat screen and finally didn't take part in combat ? So only "outside" army on city "retreated" and lost some health ? Would be a kind of very special constellation...

That-- sounds likely. It was on top of a high ground area with just the one thin access path... but it still seems stupid/op to me

If it was just an army standing outside the city, you should have been able to attack it more than once a turn, and therefore be able to kill it within a turn.
