Or does he just go off to the Academy to rest up for awhile?



If it's the latter not sure attacking a governor is worth it.

I would expect that he returns to the Academy. By no way should you force that player to buy the hero again ...

Dead just means disabled - heroes can't be killed by any means but they can be captured using infiltration actions (ie. kidnapped).

Yes, it's disabled only and agree it's not really worth it since you can just insta-heal and re-install.



The "heroes never die" rule is kinda hard coded in the system.



Capturing them really what you need to do...

You can also read it as weakening: the health of the governor will be -30% for x amount of turns. Especcially since higher level tiers of the same action will actually kill the governor outright.
