Playing the Roving Clans I was moving my settler around, settling down and packing things up each turn till I got to a nice location. I wanted to activate a booster before I settled but according to the Empire screen I needed 20 instead of the 15 I had. At that moment I did have two cities. So is a Setseke counted as a city?

Yes, Setseke scarab is counted as a city for empire plan/luxuries/diplo action costs. This is to prevent potential abuse of setseking whole empire in the Empire plan/luxury reactivation turn.

That would be fun tho. I thought to use the 'salt the ground/settle again' trick with the RC. But the Setseke is something different then.

Hey I've never actually played Roving Clans but I was wondering, does Setseke take districts and population with it when it moves? Also, do the militia in the city fight with it when it becomes the bug?

By the way, what happens to legendary districts/intensifiers/winter boroughs/anomaly amplifiers/Altar when you resettle with Setseke? Can you replant them in the new location?
