Playing the Roving Clans I was moving my settler around, settling down and packing things up each turn till I got to a nice location. I wanted to activate a booster before I settled but according to the Empire screen I needed 20 instead of the 15 I had. At that moment I did have two cities. So is a Setseke counted as a city?

Yes. This was done to prevent an exploit that consisted in packing all cities, activating boosters for cheap, and then upacking and having the boosters benefit all cities.
