Like a lot of people, it seems the Steam app uses the same ID for the Endless Legends launcher & the Digital Artbook, so every time I try to install the latter it just launches the game. I've read that Amplitude has been aware of this issue for years (?) and some folks have recommended uninstalling the game, reinstalling, and a couple other fixes. Nothing has worked for me. As far as I could tell (and I could be wrong, please let me know), Amplitude doesn't really offer direct email support, so I've spent a lot fo time but just been dead in the water on this.

Are there any alternatives out there? I get that it's a free "extra", but as a huge fan of the game who has purchased every expansion it'd be awesome to be provided a workaround.

Yes, we are indeed aware of the issue, especially since I suffered from a similar problem with the ES2 comics. We've been discussing other ways to share the artbook, but we are not ready with a solution just yet.

It's likely caused by a similar issue, but if steam is just refusing to download it there is something you can try.

Type this into your web browser URL bar and press enter, It should open the steam console (if Steam is open)

steam://nav/console

Type this into the steam console, It should download the Artbook (but to a different location than normal) if you have the licences for it

To Amplitude, the easy way to solve this issue is to have the packages that include the artbook and the base Game depot match as there is a mismatch. 

E.g. Endless Legend™ - Classic Edition does include the artbook but Endless Legend™ - Emperor Edition & Endless Legend - Founder Pack do not, Nor do the retail packages.

From that I can tell you have the Endless Legend Collection, which does not include the Art Book depot (some things do for some reason)

I have the artbook already so can't test it myself but it might work.

Otherwise, you will have to wait for Steam to fix the store issue or Amplitude to add the art book to all packages as a workaround. 

But neither are certain to happen.

Thanks for your advice, but yeah, didn't work.

Normally I could take or leave most games' digital extras, but the cultural design & atmosphere in EL are so great I really feel it'd add some depth to playthrus. I'll keep my eye on it to see if there's ever a fix.

I've just been informed that the issue should be fixed now. Could you check if you can download the artbook through Steam now and let us know the results?
