I just made a post about this too, I got it on turn 6, this needs to be hotfixed fast, its an instant game over if it happens any time before Guardian Quests normally spawn lmao

Also what you do is you start a new game. If you can't activate the boosters in time, he spawns on the map and headhunts your cities.
