(1) Does this apply to all tiles adjacent to water, other than river tiles? Or does the tile have to be IN the sea or lake?


(2) Just how broad is the definition of "Sea"? I see "ocean" tiles; do these count?

Whole tile is filled with water and is not normally passable by land units.
