Got back into the game with EL2 coming out. I could have sworn that luxury boosters lasted for 10 turns. The wikis say so as well. Is it part of the difficulty setting or has it just changed? 

It depends on your chosen game speed. On normal it lasts 10 turns. On fast it's 5 turns and so on.
