So I have a hero acting as the governor of one of my cities with a garrison of about 3 units in the city. This city was attacked(so not technically besieged) by the AI, but only the 3 garrison units came out to fight. Shouldn't the hero in the city(governor) come out to fight with them? If not, then they definitely need to change the mechanics so that the hero comes out to defend the city with the garrison.

If a city in real life gets attacked, does the governing body hop on the front lines to fight? No, he's the leader and sits behind the scenes and lets the military do it's job. He 'cowers' in the corner. I'm guessing that the city governor here acts the same way.

One time when I was attacked my governor did come out on the field. I was using that adept mage hero for science.

Not entirely true, city rulers often fight on the walls till renessance era. They had best armor, weapon and lead their personal guards defending most crucial points or repelling attackers when they climb and seize part of the wall. So it would be nice for governor hero to join battle.

In a fantasy setting? Absolutely. HEROES are called that for a reason.

Makes me think of watching Ironclad again.

It does seem like he should pop out and help, granted city heroes don't seem to be worth much in a battle anyway, purely trained to city bonuses, with weapon bonuses to help?

Agreed it should and I hope governors will be able to fend off their cities.

A ''repel siege'' button could help, so that all units garrisoned + governor take part in battle.

I think the city hero would be of great help, even with only city bonuses he's still a hero and an extra body

I agree. This should be a good way to break siege

Every unit (including the HERO) in a city besieged should try anything to protect their population.
