Hi everyone,

I would like to have your opinion on a point that I don't know how to do.

When should I build additional district in my cities? Some times I have the impression that my cities with no extra urban zones are much more productive with as much population. Does it work like the colonisation in ES where we have to wait to have a lot of population before to expand if not we have a very high approval malus?

Thanks you.

well the cdistricts when built, give you access to all adjacent tiles, however they will give you 10 less approval and reduce the amount of food produced on the tile they are on.

Thx, but when it is better to build them? When we have enough approval and food?

Is it absolutely needed to build them?

Edit, I forget: a quest asked me to upgrade a district (with at least 4 of them) but I didn't find how to do. Is it in the game or coming later on?

it is indeed in the game, currently you have to surround a district with 4 other districts to level it up.

Doesn't leveling up a city center by surrounding it with 4 districts create a lot of necessary unrest? I mean, apparently you get +10 happiness per level, which as I understand it requires 4 districts to attain (i.e. -40 happiness). So why in god's name would I ever want to do that, except for a quest suggesting that I ought to. What is the benefit of leveling up the city center? Additional defense? Anything else?

Speaking of defense, I'm rather wondering how that works too. It seems like I can go and attack any city in the same turn that I arrive at the city center. What good are the defenses doing if I can march right in?

Right, you get additional defense, but also a good income of influence.

But I agree, I think 3 adjacent districts should be enough to level up city/boroughs.

I realize this is a bit of an old thread, but since it has been viewed so many times it seems many people are confused on this issue. Everyone should read j.a.paisley's guide which has been made a sticky on the front page. It covers this topic in depth and provides excellent strategies and tips:

To answer your question though: building additional boroughs will grant access to additional exploitation tiles and level up city centers/districts that are adjacent to 4 or more districts. This comes at the cost of reduced approval, but if planned carefully, will grant net approval gains in the mid-late game.

Gotta say though, I'm siding with those who find them counter productive. I've played through multiple games with each faction, and unless there's something fantastic a tile away, it simply isn't worth the approval malus trying to gain city bonuses. Either the malus needs to be cut in half, or they need to lower the required surround by one. As it stands, there's rarely if ever a benefit to doing it.

Actually, all you need is 5 districts (not counting city's hex) to get net malus of -5 approval. That's quite..small, yes?

I dunno about WW and V, but BL really benefits from city's expansion - since they need as much dust as possible to expand population, every additional tile makes it slightly easier. There's enough tricks to keep approval high until city will reach triangle shape - I usually try to build city close to anomaly with +10 approval, so first district won't drop appr, then build sewers, which covers 2-3 districts, 4th district will give +5 net approval and 5th district will add +20 net approval. Of course, first city to expand should be one with many "+dust" hexes around, so he can boost population with expansion.
