Can i pacify minor factions outside my borders and recruit their units?

My answer would be yes, based on AI behavior in game that I've noticed. I encountered several pacified villages from an enemy army that also had reinforcements from the enemies army stationed in them. If this is not supposed to be possible, I'll take screen shots and follow up if necessary.

You can pacify any village on the map, by doing their quest, bribing them, or destroying the village. To train their units, though, you'll need to assimilate them, and I'm not sure you can do that with villages outside of your borders.



You also won't get the extra population from pacified villages if those villages aren't in a region occupied by you, and therefor have no city to send said population to.

To build a minor faction unit, you need to assimilate the corresponding minor faction. You can assimlate a minor faction if you have at least one pacified village in a region you control (you have a city in).

Excepted from this are the cultists who can assimilate any minor faction of which they control at least one converted village, regardless of where this village actually is.

You cannot trade strategic resources with minor factions, you will have to rely on trading over the market or maybe in deals with other empires.
