How to expand as the Broken Lords

How does one go about accomplishing anything as the Broken Lords? Trying to expand is painfully slow. Having a handful of cities that are stuck at size four because adding population becomes so insanely expensive is not at all fun. Just getting the capital to size eight to allow the city centre to be developed to level 2 took dozens of turns to pay for the extra population. And then having settlers cost double population on top of that just seems punitive. Is it intended that the player should have one city stuck at population 2 to produce settlers from?

In my opinion Broken Lords is the most powerful nation in the game (one step after culitist).



His need good BIG nerf to balancing (cultist nedd NERF too)

Broken Lords do not need a large population base. Moreso than any other faction, a BL player will be straight-up buying their city improvements, units, and the like, sharply reducing the need to assign workers to Industry. Additionally, you do not need Food in any capacity. This leaves you with only three resources to manage: Dust, Science and Influence. This translates to increased city efficiency which means less workers are needed to obtain the same result. Moreover, Dust can be spent in any city, which means a pop 1 city is just as productive as a pop 10 city. This is true from turn 1 (whereas other factions must rely on stockpiling to achieve similar results).

So, I just shouldn't grow my cities at all then? Won't the lack of tile-based resources dramatically limit their science and dust production?

Broken Lords are really meant to be based on expansion, as they do get free workers from conquered cities. However, the cities of other factions are usually located in worthless areas for the Broken Lords, so I would suggest you get around 4 cities, preferably in deserts, and make them as tall as possible. When you conquer an enemy city, just raze it, it is usually worthless, and even if it is in a good region, it won't be near the tiles you need as the Broken Lords. Districts help a lot in the desert regions, so I would try to build up the population in those the most.

Broken Lords can create settlers just fine. If memory serves, though, they consume 2 population (instead of the other races' 1), which for the BL means they inherently have a dust cost, even if you don't outright buy them.
