Some googling suggests that to cross ocean tiles I need to research the "Ocean Travel" technology, but I see no such technology. Am I missing something obvious? How do I embark units?

Ahhh, it's "shipyard". Oddly, searching the tech tree for "ships" or "water" does not bring up this tech despite the description saying that it allows ships to travel on water.

How does this work? Do you have to have a city on the water and build ships in it?

Or once you've researched shipyard can all your units just cross water?

Since you can only have one city per region this might get tricky.

Once you research the appropriate tech, any army can simply move onto water and it'll turn into a boat. Civ 5 style, if you need a comparison.

It took forever for me to find this too. It is hidden and I dont know why you wouldn't make it more obvious for people. At least put it in the manual.

As of yet, the ship feature really hasn't been fleshed out as it is also lacking an amphibious landing feature, and (possibly?) water based factions as has been suggested by many members of the community.

Which is a bummer when a quest related Roaming Army spawns on the water and refuses to land...
