I have only found one thread about this quest on steam but it didn´t answer a lot. I have 3 cities and got the quest now.

1. So I have to make another city in a neutral region with a settler correct?

2. Does it have to be the new city that has to be upgraded to level 2?

3. I have to surround the city with 4 districts (boroughs) to upgrade the city to level 2.

4. I also have to upgrade a district to level 2. So I choose one of the 4 districs and surround it with 1-3 more districts (depending if it is already next to 1-2 other districts)? That way the district is surrounded by 1 city and 3 districts and then upgrades to level 2? This means I have to build 5-7 boroughs in total for this quest to complete?

It would be very helpful if someone could help.

Most people are probably not going to remember the exact requirements of a quest from only its name; also, some quests' requirements seem to change slightly from game to game (or maybe were changed in a patch between my games), so even if they do remember, it might not exactly match your game. Posting a screenshot of your quest objective might be helpful.

In terms of general game mechanics, though, you're correct that all districts (including borough streets and city centers) level up when they are adjacent to at least 4 other districts (of any kind), which means you need to build a minimum of 5 Borough Streets (6 districts total, including your city center) to end up with two districts at level 2 (but you can theoretically build any number of Borough Streets without ever leveling up a district if you build them all in a straight line or something).

From when I last played the Wild Walkers, I seem to recall having a quest to level up a city center and one other district to level 2, and fulfilling it in my capital city. I don't remember whether the quest specifically told me to do it in my capital city or whether my capital city just happened to be the first to get it done, and I don't remember this objective being connected to an objective to found a new city.

Thank you for the answer. I guess you´re right. I should have explained the quest more and make the title more Google friendly so people know exactly what I´m asking about. I wanted to edit the title but unfortunately I can´t.

Now that you have answered my 4. question, I still wonder about question 2.

It says "new city" and "new district". It seems, as how you explain your experience and comparing the quest requirements, that you must build another new city and get it to level 2 BUT you are able to level a district anywhere you like as long as this district is build after you get the quest.

I don´t like this quest. If you´re unlucky and there´s no region to settle, you have to conquer an enemy´s city first, then raze it and found a new one and finally level it up. This would take too many turns.

Hey, I could not agree more with you. It is very frustrating.

For the quest, you just need a city center and a district level 2, could be in two different cities.

However, city center an districts which are already level 2 before you get the quest do not count.

So, as you said, if you already have all your city centers level 2, then you are screwed.

It worked out for me yesterday. I used my capital city and settled a new city after getting the quest. In my capital city I created a new district and upgraded it to level 2. In the meantime I surrounded my new city with 4 districts and then the quest was complete.

For the mods: I can´t really edit posts and change the title. If I click edit, there is only an empty textarea and nothing else. I also wanted to change the prefix for this thread from unanswered to answered.

I didn't need to do all that. By "new" it means old level 2 city centers/ distrucys don't count. No auto completing the quest like some others. I got a city center and distruct to lvl 2 in an old city and finished the quest.

The only reason to settle all new cities is if all your cities are already lvl 2.
