Why does the game put me into a perpetual winter in the super super late game? It's really annoying.

In my experience the duration of the winter is random though the first one seems to be short. In the circle of the bottom right corner it says the estimated (eg 2-14) number of turns until the winter is gone. (You can predict this more accurately with a building

Found that also, it's not perpetual, but just an extremely long winter.

I'd say game randomly choses a number between 5-40 turns or so (specific values probably found in one of the XML files, if someone wants to dig; I've fond extremely long winters, and almost non-existen ones that ended after very few turns) everytime it switches seasons to indicate the new season lenght, so you may end up with long or short seasons depending on RNG. The estimation only helps you a little, so don't depend much on it unless you are planing on getting advantage of season specific improvements/techs.

I seem to recall a dev post in another thread confirming that winters get longer as the game goes on (but not specifics of when or how much). That would be consistent with the lore (which is that Auriga is dying, and one of the signs is that winters are getting worse).

I've looked in the XML files for things that control season duration and haven't found anything promising; there's a file that defines multiple kinds of winters and summers and has a comment saying that it's for a future feature where players can adjust season length as a game setting, but the only "duration" mentioned in that file appears to be a reference to how the seasons are animated, not how many turns they last. My working theory is that season duration is currently controlled purely by code.

There's also something called "infinite winter" which appears (from another XML file) to be scheduled to start on turn 3001 (three thousand and one). One poster in yet another thread commented that it appears to start sooner than that but gave no specifics.

I've personally never had a game last more than 150 turns (on normal speed), so my experience with winters is that they're rare and short, probably constituting less than 20% of the total game length. Which is short enough to make Cold Operator a questionable skill point expenditure, even if you already meet the prerequisites and even if it worked as advertised (which it doesn't seem to). But if you're playing longer and spending more time in winter, then you might want to look into it.
