City Governor 'Dieing' Question

If a hero is in an army and his HP/Life falls to zero, but you have units from his army still alive at the end of battle, the hero returns with a low HP/Life amount.



However, if the hero is the Governor of a city that only has Militia, and his HP/Life falls to zero, then he does not return- even if the militia survive the battle. He must heal/be bought before he can be used again.



Is this normal behavior? Or is it a bug?

Militia are free units and they don't count as part of an army in the traditional sense.



In the case of defending a city with just your Governor+Militia, losing your Governor means you've lost your entire "army" so to speak.



The same holds true if you have an army in the field that gets supported by your militia. If you lose your hero and all of your trained units, but your supporting militia manage to win the battle, you still lose your hero as well since your army fell and militia don't count.
