How to trade with other empires?

New to EL. How do i offer trades, resources etc with other empires? I open the diplomatic screen, and i am at cold war status with everyone. I click the different tabs, cities, resources etc, but there is nothing in the drop down menus. Also, i had one race where i could trade with, i offer a trade, then the screen closes. No message on if the trade is accepted or rejected? Totally clueless how anything works in the diplomatic screen. Ended up, a race had the keys to the market trait and locked me out of the market, trying to negotiate with him, but nothing is showing up on what i can offer or what he has.

Era 2 tech called Diplomats Mance. Allows you to sign a peace treaty which will automatically start trade with that faction as long as each faction has researched Imperial Highways Tech in Era 2, Built the city improvement from Imperial Highways called Right of Way, and there is a connecting road to another region who has done the same things. The roads are automatically built as long as there are two regions adjacent to each other with Imperial Highways. The Right of Way improvement is not a requirement for roads, but only for Trade Routes. Trade routes are insanely good if you can get them up and running. It will take a significant investment in industry to build all of the Right of Way improvements, but it is worth it. Even if your neighboring factions does not have the techs to do this, you will trade internally with your own cities as long as they have the Right of Way improvement built and the regions are adjacent. Also you can offer the Imperial Highway tech to other factions and get something for it and then they will start to build Right of Way's which will let your trade routes make even more Dust and Science.



Roving Clans heros have a skill that can allow the city that the hero is governour in trade with other factions that are in a Cold War or War state.



If you open a diplomacy screen with the Roving Clans (this is the faction that is banning you from the market), you will see an option for Market Ban Nullification. It's semi expensive in Influence to do. Also you can trade with the Roving Clans to remove the ban by giving them other goods or services. Its merely an annoyance as you can get rid of it anytime as long as you have Influence.

Well, there is another, stupid way, to trade stuff with other factions: declare war. And then declare truce... As part of the truce you can trade anything you want...

But, seriously, if you hover over each tab, and wait a little, it will show when that kind of thing can be traded:
