What's with the combat movement?

So how does the combat movement actually work? Really often my 4 speed unit gets only 2 movement points in combat (and no, it's not winter see attached pic). In the example the hero unit has Fast 1, so he has 3 movement points - but he also has speed of 4! I haven't seen this explained anywhere, is this some sort of bug or feature?

Infantry by default have 2 battle movement and 4 strategic (map) movement, cavalry i believe have 4 battle movement and 6 strategic movement, ranged 2 battle and 4 strategic and flying I think have 3 battle and 6 strategic. This is modified (normally) by two things improved movement capacity (given by iron rings/talismans) and fast or slow 1, 2 or 3. The improved movement capacity adds either 1, 2 or 3 map movement per level but only 1 battle at every level and the fast cpacity gives 1, 2 or 3 battle movement per level (level 1 gives +1, level 2 gives +2 and so on) and slow does the opposite (level 1 takes 1 battle movement and so on). There are other things that change battle movement such as the slow down capacity on certain staff or wands (I can't remember) that halves battle movement for a few rounds of combat.
