I broke down and did the uninstall-install. That didn't work either. It is still not under DLC, and when I "Find more DLC in Store," I click download and the game still starts. I've checked "Licenses and product key activations" and the artbook is not listed there either.

If it's not showing up in your library (under Endless legend DLC) try pressing the find more DLC button and pressing the artbooks download/Install button.

I did that, too. The game ran again; no download. I verified integrity, also. It seems to work for most people. I am patient. I'm not sure what's wrong. I give up for today.

is it at all possible that a water based guardian will be released or is all the content that is ever going to be made for endless legend already out?

I finally found (thanks, Frankenchokey) the answer for those of us who cannot download the Artbook from Steam (at least, it was the answer for me). If you are running Steam Client Beta, opt out to get the Artbook. I opted out and then opted right back in.  I've had no other problems with the beta. It's just a glitch that I'm sure they will fix.

I'm not opted in and it's still not working sadly.

Oh, sorry. I was hoping my solution would help you, too. Keep trying. I'm sure you'll eventually find the solution for you.
