Faction Affinity - Interstellar Outreach

Due to their long history of interstellar trading and travelling, Bustrio start with knowledge of other race's starting positions and can create a unique module for civilian ships that turns them into Festival Emissaries. While a Festival Emissary is in orbit around a node that belongs to another empire the node receives a slight bonus to happiness and dust per turn while the Bustrio receive a larger bonus to dust and influence per turn.

Short Attention Span - Periodic elections are easier to manipulate.
Bustrio Branding - +20% trade route income with nodes that have a Festival Emissary in orbit.
Party Animals - +10% food production in nodes that have high happiness.
Unskilled Labor - -10% industry generation.

Aesthetic Priorities - +20% production cost for weapons modules on ships

The Bustrio are loud, flashy, and hedonistic reptiles that consider trade, construction, and even interstellar politics to be means of self-expression rather than practical endeavors.

Few forces in the galaxy can stop the Bustrio drive to reach out into the stars and leave their mark. Even the most hostile alien species tend to be tolerant of their trade caravans, while empires that form an alliance with them can expect to benefit substantially from their inspiring presence.

Leadership and Society:
The Bustrio are enthusiastically democratic, but they often treat politics as a form of entertainment rather than a method of governance. The individuals with the loudest and most pleasing voices usually get their way, and decision makers are expected to clash frequently with one another over competing policies or lose the public's attention entirely.

For business and other cultural endeavors, the Bustrio form loose associations geared towards the completion of individual tasks. Once the task is complete, the association dissolves and its respective members start looking for something else to do.
