The Xulshani are a race of shapeshifters that find "Monoform" races both fascinating and frightening.  Legends surrounding shape changers seem to be universal, every culture having at least some stories in their past or present of creatures which can change or mimic forms.  It's this existing bias almost all races have rooted in their stories that caused early Xulshani attempts at galactic travel and relations so disastrous.

Xulshani culture became focused on developing diplomatic techniques to prevent violent misunderstandings with other races.  They have attempted to adopt amalgam forms to present their representatives as just familiar enough to aid relation building, but not so close as to be uncomfortably indistinguishable from those they meet  They broker trade deals for resources in exchange for access to samples of alien physiognomy.  Even aspects of silicon and energy based races seem to be able to be adapted into Xulshani forms.
