The shapeless are a reletily new civilication with one big problem, they still haven’t found their shape. They have been searching for it since the begin and doing so grew diplomatic,
 because they thought others with shapes would maybe know the answer. 

While doing this they found out how to make a rocket and live on other planets but still not something about their shape. 

But now they have the power and will to go and ask other highly intulectuele beings.

 Though, because they still have no shape, it will be harder for them to become friend with the others. 

But when you are friends with them you  get a boost to your science and the other get a little boost to their science, because you work together. 

The shapeless dislike war but they know you can’t stop it from happening all the time. 

Their millitary is has a special trait that makes weapons stronger with more allied minor factions and also from major factions, (maybe a little strong) and they are stronger while defending their homes.
