Myriad Citizens in other factions camouflage themselves as natives and adopt the same population bonus, give additional diplomatic pressure per your population to the other empire, and deal a greater unhappiness penalty.

You can also generate what is functionally reverse propaganda, sending your citizens out to other factions.

Enlightenment-Happy is from 60 to 90 approval instead of 70 to 90.
