Support 3 differnet non-leading parties in a game and make them the leading party until the next election.

I hope this will be a little incentive for all adaptable players.

If you've crushed your enemy and need to change your politics to economy (even if the people support militarist party) - do it!
If your economy is strong enough and you want to support research (without support from the mass) - do it!
You realized that peace is boring, but your population doesn't like war. So you have to feed up the militarist party in just 1 election time? - JUST DO IT!
