Panacea: a solution or remedy for all difficulties or diseases.

(Note: Panacea is also the name of a greek goddess, but the definition above is commonly used)

Description/Reasoning

When I think of espionage it doesn't conjure images of helping but rather more evil motives (darkness, secrecy, etc.).  But I think it is interesting when these sort of archetypal "bad" guys actually think they are doing good.  My suggestion is that this faction "believes" that they are working in secret for the ultimate good of the universe.  That in some way the actions they are performing, whether it is slowing population growth, sabotaging supply lines or murdering high officials, is ultimately good for everyone.

This sort of "villainy" is intriguing because it creates a dilemma between what is obviously good and bad.
